Robert H. "Skip" Myers, Jr. was a managing partner at the law firm, Morris, Manning & Martin LLP Washington, DC office, specializing in insurance regulation, corporate law, and captive insurance, and co-chairing the Insurance and Reinsurance Practice, prior to his retirement in 2023. He currently provides consulting expertise on Risk Retention Group (RRG) matters.
Mr. Myers provided expert consultation that contributed significantly to the establishment and success of Preferra Insurance Company RRG, working alongside Preferra RRG and its board and officers from its very inception in 2012 through his retirement in 2023. His insight and expertise in RRG regulatory matters has been extremely valuable across the years for Preferra.
Throughout his legal career from 1972 - 2023, Mr. Myers represented a variety of insurance entities, trade associations, and corporations, including serving as general counsel for the National Risk Retention Association (NRRA) for many years.
Early on, he focused on corporate work, then in the 1980s, began working on insurance regulation. He was engaged as the representative of the National Association of Insurance Commissioners (NAIC) regarding federal matters in Washington DC relating to insurance. At that time, the "Liability Crisis" became the focus of the insurance industry because insurance carriers were unable to provide any commercial liability insurance at a reasonable price. The bills in Congress were the only legislation being considered. Although the insurance industry was initially against the draft Risk Retention Group (RRG) legislation because it created competition with the existing insurance industry. Nonetheless, Congress "had to do something," and the answer was the Liability Risk Retention Act (P.L. 99-563). Mr. Myers followed the legislative process closely and worked with the NAIC, the regulators of various states, and the Congressional staff.
His areas of expertise and focus have included insurance regulation, captive insurance formations (insurance subsidiaries created by businesses to manage their own risk) for aviation, healthcare, and trucking industries, alternative risk transfer, federal financial services initiatives, antitrust regulations, the Liability Risk Retention Act, among others.
Mr. Myers participated in creating the National Risk Retention Association (NRRA) and served as an NRRA board member for about twenty years. He also served as a board member of the Captive Insurance Company Association (CICA) for six years and served as a teacher at the International Center for Captive Insurance Education (ICCIE} on RRGs. He also worked closely with the Vermont Captive Insurance Association (VCIA) on RRG matters and received the VCIA Service Award. He also represented the DC Department of Insurance, Securities and Banking (DISB) on various matters, including being Receiver of 5 RRGs, which involved managing the insolvent RRGs under the supervision of DISB and the DC Superior Court.
Acknowledged globally in fields like captive insurance, Mr. Myers was named among the top global captive industry attorneys by Captive Review, and in 2019, he received the Karen Cutts Award from the National Risk Retention Association (NRRA), the association’s highest honor.
Sought after for his expert advice, he has written, spoken, and presented testimony on various issues, including the antitrust regulation of the financial services industry, the utilization of interstate compacts for insurance regulation, federal initiatives regarding the regulation of the business of insurance, financial services reform, privacy, the Liability Risk Retention Act, and more.
His professional writings include articles in the Journal of Insurance Regulation, Journal of Reinsurance, Risk Management, Journal of Taxation, The Brief, Best’s Review, The Risk Retention Reporter, and other publications. He co-authored “Insurance Regulation in the Public Interest: Where Do We Go From Here?”, which won the best article award from the Journal of Insurance Regulation in 1994. He was nominated to, and is included in, the Guide to the World’s Leading Insurance and Reinsurance Lawyers.
Mr. Myers has served as the Chair of the Public Regulation of Insurance Law Committee of the American Bar Association. Prior to his retirement in 2023, he was a member of the District of Columbia and Maryland Bars and a member of the Board of Directors of the Federation of Regulatory Counsel.
He received his undergraduate degree from Princeton University and his law degree from University of Virginia School of Law (J.D., 1972). He was admitted to the District of Columbia Bar (1973), Maryland Bar (1972), and the U.S. Supreme Court (1973).
He also served as chair of the board for the Health Initiative Foundation for 25 years.
